If Congress does approve a second stimulus check for 2020, would you be eligible for another round of relief money? And when would a second stimulus payment arrive? The answers about qualifications and timeline for the proposal are anything but simple.

Even if another round of stimulus checks gets the president’s signature, there’s no clear understanding of who will qualify — and who won’t. Depending on which leader is talking, another stimulus package in 2020 could directly help more people than the first one, could apply to fewer people, or might only give money to businesses, with no checks for individuals at all.

Meanwhile, some people are still waiting for the stimulus payments authorized by March’s CARES Act. The country is in a recession, and benefits such as delayed eviction and enhanced unemployment are scheduled to run out in about a month, unless the government takes action.

Who isn’t eligible for a stimulus check today?

Before looking at who might be eligible for a second stimulus check, let’s review who’s been excluded in the first round.

  • A single taxpayer with an adjusted gross income (AGI) above $99,000
  • A head of a household with an AGI over $136,500
  • A married couple with an AGI over $198,000
  • Children over 16 and college students under age 24
  • A nonresident alien as defined by the US government

Who would qualify for another stimulus payment?

The Heroes Act (PDF) passed by the House of Representatives in May proposes broad financial benefits to individuals, families and categories that were skipped by the first stimulus check, including most college students, for example, and people who aren’t US citizens.

But the Heroes Act has been strenuously opposed by the Senate and President Donald Trump, who called it DOA. On the other end of the spectrum, Senate Majority Leader Mitch McConnell has said that if his chamber passes another relief bill that includes more stimulus checks, the focus will be narrow.

Some suggest that if there is a second stimulus payment, it should be targeted to people in most urgent need. That would mean far fewer people would receive a check or bank account deposit from the IRS.

There aren’t any confirmed details yet. For now, here are some possible scenarios for who may or may not be eligible, drawn from the Heroes Act and comments by White House and Senate leaders. Consider these speculative, and not a matter of fact. Here’s additional information about the proposals and how much money you might get.

Who could potentially qualify for a broad second stimulus payment?

  • Individuals who made less than $99,000 according to the adjusted gross income from their 2018 or 2019 taxes (whichever was most recently filed).
  • College students, dependents over 17, disabled relatives and a taxpayer’s parent.  
  • Families of up to five people.
  • People who aren’t US citizens and file tax returns, pay taxes and otherwise comply with federal tax law using an individual taxpayer identification number (ITIN) instead of a Social Security number.

Who might not qualify for a second payment?

Based on speculation, there are some different ways exclusion from a potential second stimulus check could play out.

Nobody qualifies: A stimulus package could be signed into law that gives tax credits and other incentives to businesses. It’s possible some people could get a travel or dining credit, but not a check.

People who make “too much” money: If another round of stimulus payments does pass, but allocations are smaller for IRS payments, it’s possible there could be a lower maximum yearly income (AGI on the tax form) to qualify. In other words, people who make more than a certain amount (that’s lower than the current cutoff of $99,000 for individuals) could potentially be left out of a second round.

Carryover exclusions from the current CARES Act: Young people between 18 and 24, people who aren’t US citizens but pay taxes, people who are incarcerated.

When will we know more about stimulus check qualifications?

We won’t know anything for sure until a stimulus bill comes into clearer focus. You can read more about the suspected timeline here, but in general, here’s what we know.

Senator McConnell has said several times if the Senate starts work on a second package, it will be in July. To meet McConnell’s dates, legislators will have to work around several extended breaks when the Senate is not in session: a scheduled two-week recess from July 3 until July 17 and its August recess running Aug. 10 to Sept. 7.

The IRS is making millions of economic impact payments, but that isn’t its only role in the story of your stimulus check. The agency can also help you see the current status of your stimulus money with a self-service portal it built specifically for this purpose. Called Get My Payment, the free online tracker isn’t that hard to figure out, but it does have a few wrinkles. For example, it may require you to enter your details in a specific way or it could respond with a message you don’t understand. 

Get My Payment is designed to show you if the IRS is still processing your money or has scheduled it to go out. It will also tell you if your stimulus payment will arrive in the mail as a paper check, prepaid debit card, or through direct deposit to your bank account if you had set that up before May 13. And it can alert you to any problems holding up your payment.

We’ll tell you what to expect and the type of information you should have on hand before you start using the tool.

Note that Get My Payment isn’t perfect. The IRS has upgraded its tool after a wave of people experienced issues. It also isn’t a crystal ball, so you may still need to do some digging to find out what’s happening in your exact scenario.   • You should receive a letter about 15 days after the IRS issues your payment, with information on the amount you received and how you received it.

How to track the status and arrival of your IRS stimulus check

If you’re eligible for a check, the IRS lets you track your payment schedule through its Get My Payment web portal. Some people have reported having trouble using the portal, and the IRS said it has significantly improved the Get My Payment app to help you set up and track the date of your stimulus payment.

1. Head to the IRS’ Get My Payment page and tap the blue Get My Payment button to check the status of your economic impact payment. 

2. On the next page about authorized use, tap OK.

3. Now on the Get My Payment page, enter your SSN or ITIN, your date of birth, your street address and your ZIP or postal code. Tap Continue.

On the next page, the portal will show your payment status, whether it’s been scheduled or if the service can’t yet determine your status.

Is my status information accurate, and what if I get an error message?

You may see confusing messages when using the status tool — so much so that the IRS explains common status messages in an FAQ. You may get a message if it’s impossible to determine your eligibility, for example, or your payment status is not available. We’re looking into it, but so far we’ve unearthed a handful of reasons why Get My Payment may not be able to track your payment status. 

You don’t need to sign up to qualify for stimulus money

To receive the stimulus payment, you may need to file a tax return for 2018 or 2019 if you are normally required to. You can still do that now. Here’s how.

Senior citizens, Social Security recipients, railroad retirees and other beneficiaries who typically aren’t required to file tax returns will not need to file one to receive a payment.

Again, the agency will mail a letter to a taxpayer’s last known address within 15 days after sending the payment. The letter will contain information on when and how the payment was made and how to report to the IRS if you didn’t receive your check. 

Can I find out if my check is in the mail?

The IRS deadline to set up direct deposit with the government passed on May 13. If you didn’t set up your account, you’ll most likely get your check in the mail.

While most people will receive a paper check, the Treasury Department said 4 million people will get an Economic Impact Payment, or EIP, prepaid debit card instead (and as of the first week of June, it said these payments have been made). We’ve asked the US Treasury to clarify who gets a check and who gets a debit card.

Did you try the US Postal Service mail-tracking app?

Here’s another way to track your check in the mail.

If you’re waiting for your stimulus payment to arrive in the mail — either as a paper check or a prepaid debit card — the US Postal Service has a free app that can notify you when it’s about to deliver your letter from the IRS. Called Informed Delivery, the mail-tracking service automatically scans your letters and can alert you when they’ll be delivered.
