SpaceX launch: How to watch Falcon 9 deliver Space Force satellite to orbit – CNET

On Tuesday, SpaceX will attempt its third launch since its historic flight of NASA astronauts to the International Space Station May 30, while also aiming for a Falcon 9 first. 

The planned mission to lift a new US Space Force GPS satellite to orbit atop a Falcon 9 rocket will be the company’s 11th launch of 2020. Continuing this near weekly pace of launches would allow Elon Musk’s commercial space startup to pretty easily set a company record for most launches in a year. 

It will also be the first time SpaceX attempts to land and recover its Falcon 9 rocket following the launch of a military satellite. The company launched another military GPS satellite in 2018, and at the time the US Air Force determined SpaceX would not be able to perform the needed flight trajectory and also land the first-stage booster, according to SpaceNews.

Since then, the company and the US military have negotiated changes in its GPS mission requirements and the cost of launch to allow for SpaceX to attempt landing its first stage after lofting the satellite on Tuesday. 

The launch window from Cape Canaveral Air Force Station in Florida opens at 12:55 p.m. PT (3:55 Florida time). Weather is 60% favorable for a launch on June 30, according to SpaceX.

SpaceX had also scheduled its second Starlink ride-share mission for last week, but the launch was ultimately postponed, and a new date for that blast-off has yet to be announced. 

“Team needed additional time for prelaunch checkouts, but Falcon 9 and the satellites are healthy,” SpaceX tweeted a couple of hours before the scheduled launch time Friday. 

Already postponed from Tuesday and Thursday, it will be the third in a series of Starlink missions from the Kennedy Space Center in Florida. 

The latest string of missions started with its historic success sending NASA astronauts to orbit on May 30, followed by two Starlink launches in June.

SpaceX had its most active year so far in 2018 with 21 launches and is now on pace to eclipse that mark in 2020, perhaps hitting 38 launches for the year total if all its plans pan out. The company hopes to continue packing its calendar with more lift-offs, aiming for 70 missions in 2023, according to a draft filing with the Federal Aviation Administration from earlier this year

Many of the launches will be Starlink missions, as SpaceX looks to put tens of thousands of its small satellites in orbit this decade. The company has begun conducting ride-share launches, making room for a few commercial payloads alongside a batch of Starlink birds. 

The next Starlink launch is set to be the second Starlink ride share, this time with two Earth-observing microsatellites for Black Sky, a company that provides high-def satellite imagery.

This would have been the third Starlink launch in June alone, bringing the size of the growing constellation to nearly 600 satellites and closer to the threshold of 800 flying routers that Musk has said would allow for some limited broadband service to begin.

Will the same people who are eligible for the first stimulus checks automatically qualify for a second stimulus check, if another round of relief payments comes to be? The question of who would and wouldn’t meet the requirements has many Americans looking to the House of Representatives and the Senate for an answer.

Depending on which government leader is talking, another stimulus package in 2020 could either provide more stimulus money to more people than the first one, could apply to fewer people, or might only give payments to businesses and states, with no checks for individuals at all.

There’s a cause for urgency in making these decisions. Coronavirus cases are skyrocketing in the US, causing numerous states to pause reopening and in some cases even backtrack. That’s a blow to an economy already in recession, and to business owners and employees who can’t run their operations or work. Meanwhile, benefits such as delayed eviction and enhanced unemployment are scheduled to run out in about a month, unless the government takes action.

If that action includes a second stimulus check, here’s the current discussion on who might or might not get one. In short, it’s complicated, but here’s what we know now. The situation and this story update often.

Before looking at who might be eligible for a second stimulus check, let’s review who’s been excluded in the first round.

  • A single taxpayer with an adjusted gross income (AGI) above $99,000
  • A head of a household with an AGI over $136,500

  • Children over 16 and college students under age 24
  • A nonresident alien as defined by the US government

Who would qualify for another stimulus payment?

The Heroes Act (PDF) passed by the House of Representatives in May proposes broad financial benefits to individuals, families and categories that were skipped by the first stimulus check, including most college students, for example, and people who aren’t US citizens.

But the Heroes Act has been strenuously opposed by the Senate and President Donald Trump, who called it DOA. On the other end of the spectrum, Senate Majority Leader Mitch McConnell has said that if his chamber passes another relief bill that includes more stimulus checks, the focus will be narrow.

Some suggest that if there is a second stimulus payment, it should be targeted to people in most urgent need. That would mean far fewer people would receive a check or bank account deposit from the IRS.

There aren’t any confirmed details yet. For now, here are some possible scenarios for who may or may not be eligible, drawn from the Heroes Act and comments by White House and Senate leaders. Consider these speculative, and not a matter of fact. Here’s additional information about the proposals and how much money you might get.

Who could potentially qualify for a broad second stimulus payment?

  • Individuals who made less than $99,000 according to the adjusted gross income from their 2018 or 2019 taxes (whichever was most recently filed).
  • College students, dependents over 17, disabled relatives and a taxpayer’s parent.  
  • Families of up to five people.
  • SSDI recipients
  • People who aren’t US citizens and file tax returns, pay taxes and otherwise comply with federal tax law using an individual taxpayer identification number (ITIN) instead of a Social Security number.

Who might not qualify for a second payment?

Based on speculation, there are some different ways exclusion from a potential second stimulus check could play out.

Nobody qualifies: A stimulus package could be signed into law that gives tax credits and other incentives to businesses. It’s possible some people could get a travel or dining credit, but not a check.

People who make “too much” money: If another round of stimulus payments does pass, but allocations are smaller for IRS payments, it’s possible there could be a lower maximum yearly income (AGI on the tax form) to qualify. In other words, people who make more than a certain amount (that’s lower than the current cutoff of $99,000 for individuals) could potentially be left out of a second round.

Carryover exclusions from the current CARES Act: Young people between 18 and 24, people who aren’t US citizens but pay taxes, people who are incarcerated.

Senator McConnell has said several times if the Senate starts work on a second package, it will be in July. Even if another round of stimulus checks gets the president’s signature, there’s no clear understanding of who will qualify — and who won’t. Depending on which leader is talking, another stimulus package in 2020 could directly help more people than the first one, could apply to fewer people, or might only give money to businesses and states, with no checks for individuals at all.

Meanwhile, some people are still waiting for the stimulus payments authorized by March’s CARES Act. The country is in a recession, and benefits such as delayed eviction and enhanced unemployment are scheduled to run out in about a month, unless the government takes action.
